Inteligencia Artificial y Crimen Organizado
Amenazas Emergentes y Estrategias Estatales de Respuesta
[Artificial Intelligence and Organized Crime: Emerging Threats and State Response Strategies]
How artificial intelligence expands the capabilities of transnational organised crime, and which responses states can develop, with emphasis on the Argentine case.
Abstract
This article analyzes the impact of Artificial Intelligence (AI) as a capability multiplier within transnational organized crime (TOC) operating through hybrid methods, and examines the strategic responses that states —with emphasis on the Argentine case— can develop to counter this emerging threat.
An analytical-descriptive approach is applied, grounded in documentary review of governmental reports, international assessments (GAFILAT, UNESCO) and specialized literature on AI and security. A case analysis of the Argentine institutional and normative framework is incorporated to articulate existing structures with AI-driven challenges.
AI amplifies hybrid TOC tactics —logistical optimization, deepfakes, autonomous malware, digital money laundering and disinformation campaigns— while exploiting structural state vulnerabilities. It simultaneously offers high-potential tools for cyberdefense, criminal intelligence and strategic security management. Current regulatory and institutional frameworks prove insufficient to respond to this dynamic. A comprehensive strategy is proposed, articulating agile AI governance, investment in specialized human capital, interagency coordination and international cooperation.
