Plan Bandera: respuesta estatal al crimen organizado híbrido en Rosario, Argentina

Abstract

The paper analyses Plan Bandera as a case of state coordination against criminal networks in Rosario. It uses official announcements, regulations and statistics to reconstruct the plan's course between December 2023 and 2025, with an institutional note from January 2026.

The category of hybridity is used as a question about the combination of repertoires, without automatically equating organised crime, insurgency and terrorism. The analysis distinguishes operational activities, descriptive changes and causal attribution. The fall in homicides in 2024 is relevant, but it does not on its own allow the effect of the plan to be estimated.

Monitoring criteria are proposed for violence, investigations, institutional capacity and oversight. The study is neither an audit nor a causal evaluation, and it relies on public information.
